1. When the consolidation into the DHS was first proposed . . .

I remember lots of people saying "this agency will be too big to be effective -- we're just going to dumb down the good agencies to the level of the weak agencies, and add a layer of political patronage at the top that will guarantee inefficiency . . ." (The previous is my summary of what I observed at the time.)

And then you throw in Chertoff, a putz of the first water, and (apparently) systems designers without any common sense whatsoever, and what to you get? USA, 2008.

Whatever terrorist plots are currently being incubated in the hinterlands of Pakistan, or the barrios of LA, or the outer suburbs of Paris . . . they're going to work, because our preventive systems are dumb.as.dirt.

2. People need to wrap their heads around the fact that the main terrorist

work out of the White House. While terrorists plots may be incubated in various hinterlands they are conceived and laid in the White House.
