showed the President talking about getting court orders for wire-tapping.... That we are always supposed to get a court order.....

4. When Bush says that
"We always supposed to get a court order before tapping someone's phone," doesn't it sound like had to write it 500 times on the blackboard? I mean, is sure doesn't sound to me like the phrase has any meaning for him.
