When Scotty or Bush say that if someone's on the phone with Al Qaida, they want to know about it, and that the program is only looking for those people who are talking internationally with Al Qaida, they are leaving out STEP 1.
That first step is the data mining, the firehose technique that is gathering all types of information and clues IN ORDER TO see if there's someone that fits the criteria of a one-on-one match with a phone call. That's why they couldn't go to the FISA court, because they didn't have the calls first, only a general huge gathering of information.
Therefore, when that argument comes up, the pushback MUST be to point out the first part of this that is missing and glossed over by the bush administration. They do not START with the Al Qaida calls, they START with snooping on EVERYONE'S CALLS with the complicity of the telcom companies and a huge TIA style database that monitors everyone's information.
