In the book, everyone wears a bracelet with their personal identifier ID. They must use the bracelet at designated scanners located at all doorways to all buildings. The "unified" computer grants access to anyplace or anything, unless the computer decides NOT to grant access. The peoples moves are tracked constantly.
I work in an Emergency Room at a large hospital in Fort Worth. I have long been accustomed to having to use my badge to obtain access to the ER itself. I now see the access scanners at almost every door in the hosptal. I have become so totally programmed to pull and scan my badge. Scary stuff these days.
