Sure, it's to keep people from coming into the country initially. Actually, that might be the initial rationale. But how long before they realize they can use it to keep people from LEAVING the country illegally?
I can just imagine the following conversation:
Indignant conservative senator: Mr President, I demand that we build a fence along the border! You haven't done anything to stem the flow of illegal immigration into this country!
Bush: Well, I don't believe that a fence is neccessary. These Mexicans are friends of ours, our industries rely upon them... (at this point Cheney leans over and whispers something in Bush's ear)... Hmmm, so just how long does this fence have to be? Maybe we should put one along the Canadian border as well!
