The Looney Tunes Administration
When President Bush (Marvin the Martian) is appointed to the position of President of the United States by the Supreme Court, leaving his opponent, Al Gore (Bugs Bunny), out in the cold, he starts warming up his deathray gun and looking around for a target.

When a terrorist attack on New York brings America to the brink of panic, he sees his chance to use his beloved deathray gun. But on whom?

When his running mate and Vice President, Dick Cheney (Elmer Fudd) known for his love of shooting at innocent woodland creatures and accidentally hitting unsuspecting lawyers with buckshot, points his stubby finger at the oil-rich nation of Iraq, President Bush is all too happy to comply with the suggestion. He just wants to shoot SOMETHING, all the better if it helps out VP Cheney's oil buddies.

Needing to replace the possibly too conscientious Colin Powell as Secretary of Defense, the two choose the dastardly and greedy Donald Rumsfeld (Daffy Duck) to replace him. Then, realizing that some drastic measures need to be taken to silence the screams of outrage from the United Nations, President Bush appoints John Bolton (Yosemite Sam) to the post of Ambassador to that august body without Congressional approval. His loud talking, six-gun firing style seems just what the doctor ordered.

Eventually, seeing Donald's incompetency at the task to which he was appointed, several retired generals point at Rumsfeld and cry "fowl!"

Meanwhile, Al Gore gets quite a name for himself by traveling around the world, explaining to everyone the great dangers of Global Warming, all the while wishing the American people had taken a LEFT turn at Albuquerque, and Florida too!

It takes a total of six years, but the American people finally wake up enough to tell this administration "That's All, Folks!"

3. Very similar in concept.
Another DUer, The Truffle, posted a similar analogy in an article here back in October as well as on her blog _here_.

Maybe I should've just used the cartoon characters rather than making the direct connection to the people they were supposed to portray.
