Though U.S. Rep. J.D. Hayworth wants to count every ballot in his losing bid for re-election, the National Republican Congressional Committee seems to have given up.
NRCC Communications Director Carl Forti told Republicans in an e-mail that Hayworth and several other GOP incumbents wouldn't be returning to Congress.
"The Scandal Factor Was Costly. We lost several seats by the self-inflicted route," Forti said in an internal "talking points" memo sent Wednesday to Republican strategists and pundits who discussed races on television.
Hayworth, a six-term incumbent representing Scottsdale, Tempe and parts of Mesa, Phoenix and Chandler, was dogged all year by ties to disgraced lobbyist Jack Abramoff.
