1. I asked the same thing about TN's 800,000!!! absentee ballots
and never got an answer. Do they even count them? If so, when?

7. I think they are with the precinct totals
In Tn I think that they lump in the early votes totals for each precinct when they release those totals.

I get the impression that they only bother to count them if the margin of victory is smaller than the number of mail-in votes they have in hand.
