Draft? No need WE have the Universal Service Act in the cooker! #2
Edited on Wed Sep-06-06 01:20 AM by BeHereNow
Since my last thread on this topic has been hijacked by
a select few determined to distract DU readers form the REAL issue
of the post, which IS the BILL, HR 4752-
I have decided to repost the information on this thread.

Sorry if anyone finds "wikipedia" as a source to the text of the bill
to be anti semetic, as I was accused of on an earlier thread
containing a link to the bill. (Where ARE the mods when you need them?)
I repeat, THE BILL IS THE TOPIC, not the source.

http://en.wikipedia.org/wiki/National_Service_Act_of_2006

"A BILL To provide for the common defense by requiring all persons in the United States, including women, between the ages of 18 and 42 to perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security, and for other purposes."

"SEC. 2. NATIONAL SERVICE OBLIGATION.

(a) Obligation for Service - It is the obligation of every citizen of the United States, and every other person residing in the United States, who is between the ages of 18 and 42 to perform a period of national service as prescribed in this Act unless exempted under the provisions of this Act .

(b) Form of National Service - National service under this Act shall be performed either--

(1) as a member of an active or reserve component of the uniformed services; or

(2) in a civilian capacity that, as determined by the President, promotes the national defense, including national or community service and homeland security."

"As determined" by the "decider"
SHOULD alarm you...

6. Welcome to DU- and yes how ironic.
But not when examined under the global corporate agaenda.
The congress critters are owned by the multi national corporates
who can only surviver and profit by American led empire-
What better way to assure a standing army than to impoversih
the people?
Is that not what we are witnessing today in America?
The rubbing out of the middle class?
A generation of youngh people with NO future?
No insurance? No health care, no hope of higher education?
That is what I see everyday in the trenches of the high school I work
at. Young peopl ewith NO hope for the future.
The military recruiters offer them a way out where there is no other.
It is by design, with the complicity of BOTH aisles of the CONGRESS.

10. There is nothing anti semetic in the bill, just a few duers

who couldn't see the forest for the trees.

I posted a link to the bill from one of the MANY links I have to it.
Like so many of the so called "left"
a few duers could not take off their blinders long enough
to see the topic of the post.

Nothing new, unfortunately. and every bit the reason
outsiders accuse us of forming circular firing squads.

The BILL WAS THE POINT OF THE POST.
Not the link to it, but none the less, I must
be anti semetic, don't ya know...

the anti-semite who was quoted by the op in the original thread.

It doesn't stand a rat's chance in hell of passing, it doesn't even have a cosponsor.

Just more hyperbole.

7. Absolutely not-
It will pass AFTER the 2008 elections.
AND the democrats will be blamed for the FUBAR situation it leads to.

And you didn't tell us where this bill is right now.

Is GovTrack good enough?

The bill's real, folks. Pay attention!

http://www.govtrack.us/congress/bill.xpd?bill=h109-4752

My son's already done his military service and is out, but my daughter is in college now. She says she is strongly in favor of a year of mandatory service, so long as a choice is given as to how that year will be spent, i.e., military versus AmeriCorps versus Peace Corps, etc. She's currently planning to sign up for AmeriCorps or the Peace Corps when she graduates, anyway, and thinks it would be a worthwhile and broadening experience.

Many other countries require a year of mandatory service of one sort or another. I don't think it's a bad idea at all, as long as it doesn't mandate military service.

OTOH, Rangel doesn't have a single cosponsor for this bill and it probably will never make it out of committee. A pity, actually, because it has potential, real potential for Americans to help Americans.

9. Anything's better than an anti-semitic website.
Nice job on the research.

It doesn't even have a cosponsor yet. I'm not surprised.

Here's more info, including what Charles Rangel had to say about it:

Congressman Rangel, a Purple Heart and Bronze Star veteran of the Korean War, first introduced legislation to reinstate the draft in January 2003. The bill was defeated by the House of Representatives in a surprise vote in October 2004. Many critics, including Congressman Rangel, believed that the vote was an effort by the Republican leadership to end widespread rumors of President Bush's intention to resort to conscription after the 2004 election.

As in the 108th Congress, the new bill would cover all men and women, 18-26 years of age. It would make military service compulsory for the number determined by the President or alternative national civilian service for those remaining. The length of active duty service would be reduced to 15 months, in line with the recent change announced by the Army. As before, deferments for education would be permitted only through completion of high school, up to age 20, and for reasons of health or conscience.

"The longer we stay in Iraq and the more Americans are killed, and the less attractive military service appears to potential recruits, the closer the country will move toward a decision on the draft," Congressman Rangel said.

"The American people lost confidence in this war long ago, and now that parents are discouraging their children from volunteering, we are faced with a situation in which the most disadvantaged young people from areas of high unemployment will be even more likely to carry the greatest share of the burden," Congressman Rangel said. "If the President wants to do something right now, he should publicly appeal to all Americans to make a personal sacrifice to benefit the war effort."

"Despite the evidence to the contrary, it is just too easy for the President to give assurances that our military would be available and ready to carry out regime change, wherever and whenever he and his advisors want to, whether in Iraq, Iran, Syria or North Korea," Congressman Rangel said.

"The President said in his State of the Union address that war was an option that remained on the table in dealing with these countries. In my view, the war option would not be on the table if the people being placed in harm's way were children of White House officials, members of Congress or CEOs in the boardrooms. As other people's children endure a grinding war, they have been given huge tax cuts, while our veterans have gotten cuts in health benefits," Congressman Rangel said.
