The powers that be have been trying to pay him back, but his dirty laundry keeps following him around.

The fact that his name keeps popping up in potentially lucrative places attests to this. Someone will keep trying to fill his pockets unless he goes "Katherine Harris" crazy.

CARACAS, Venezuela - President Hugo Chavez said Friday that Venezuela has caught four people spying for the U.S. government and has turned them over to the Americans. Speaking at a campaign rally, Chavez referred to the four after reading aloud a news report about the U.S. naming a "mission manager" for Cuba and Venezuela to oversee U.S. intelligence efforts for the two countries.

The Venezuelan leader gave few details about the circumstances, or how recently the four cases occurred. But he said one woman was caught not long ago while taking photos _ of what it remained unclear _ in the north-central city of Valencia.


"These are signs that the empire doesn't rest," Chavez said, referring to the U.S. "The plan to try to destabilize us has already begun." He predicted the U.S. could try to discredit the results of Venezuela's Dec. 3 presidential election, in which Chavez is seeking another six-year term, or could try to provoke violent unrest around the time of the vote.

On August 17, the IDB issued a five-line statement which said that none of its current bank operations in Guyana was financing Kerik's consulting services either as an individual or as part of a consulting firm.

Yesterday's six-line statement reiterated this but added that if Kerik's services were acquired in line with bank procedures they could be financed by the IDB.

Disgraced former New York Police Commissioner Bernard Kerik has apparently lost a big bucks job overseeing reforms to the police force in Guyana.

The Inter-American Development Bank said yesterday that part of a $20 million loan to Guyana can't be used to pay Kerik.

President Bush nominated Kerik for Homeland Security chief but he withdrew after admitting he hadn't paid taxes for his nanny-housekeeper, who may have been an illegal alien. In June he pled guilty to taking gifts from a company that was trying to do business with New York City.
