I don't understand the one cartoon of Ms Rice where she's sort of pea green and appears to have a strangely shaped forehead? Could someone please enlighten me? Thanks!

I just felt like putting it in. It's by a Latin American cartoonist, who tends to draw sometimes caricature-ish.
