Bush signing renewal of Voting Rights Act

WHITE HOUSE President Bush is set to give a landmark civil rights measure a new 25-year lease on life.

In a South Lawn ceremony, the president will sign an extension of the 1965 Voting Rights Act -- which opened the polls to (m) millions of black Americans.

The Senate approved the extension unanimously. In the House, 33 voted against it -- mostly Southern lawmakers who say their states are still being punished for racist practices that no longer exist.

The Voting Rights Act ended poll taxes, literacy tests and other practices to prevent blacks from voting. It also requires nine Southern states to get Justice Department approval for any ballot rule changes.
