sounds to me like the video and audio were slowed (maybe the audio moreso to highlight the slurs, and video just to keep the synch close)... i know video and audio are often "slowed" to catch detail otherwise missed, like slurring, accent, inflection, background, etc. Do you have a link to the original speech? If this is really his voice, it says more than the comedy inherent implies.
