Could spying on the government prevented 9/11?

Could spying on the government prevented 9/11?
Could sending threats to ALL government leaders to get off their fat asses to do their jobs starting at the Executive Branch maybe have prevented those deaths and destruction?

I'm still awaiting the day Jefferson's words actually ring true in that the government for once fears the people, but that will never happen so long as we're worried about gay marriage and terra-things they use to keep the sheeple in a state of fear.
