He was rehearsing and the pool thought he had begun the speech. CNN cut to it suddenly, and while Bush was babbling he stopped, looked up like a jackass (confused, dazed, open-mouthed) and then the feed cut out.

the screen switched over to the oval office and it showed Bush practicing his speech for a few seconds. then it showed him stop and stare off for a minute.

Remember that scene in F-911 where Bush was practicing his speech, darting his eyes back and forth. This was it. He was practicing his speech, trying to appear sincere, when all of a sudden someone alerted him that he was live. He totally lost it. Eyes darting back and forth. Wow, I never thought that it would happen again.
