I think the notion that the government lies is not a very radical idea.
I should clarify that it is in fact an oversimplification to say that "intelligence agencies" or "the government" do/does these things. In reality what it comes down to is that the government and primarily intelligence agencies have been compromised by "foreign forces" - foreign in the sense that the individuals involved have only their own interests in mind, at the expense of the interests of "America" and "Americans". The same is true to some degree for most of the rest of the world. Most nations are either a bully or a victim.
The individuals involved are in essence criminals; con-artists of a rather special kind who are part of a mafia-like criminal network. I call them con-artists because their main instrument is deception. Second would be bribery, murder and war are not very far behind.
It is mafia-like in that the bosses rarely if ever do any dirty work, and those who do the dirty work don't even know who the bosses are. The latter is not usually the case in traditional mafia, so in a way it is 'super-mafia'. They are special because they are pulling off the largest scam in history, one that dwarfs all other scams. It's definitely far more powerful than the traditional mafia - in fact it regularly uses the traditional mafia (criminals in general) to do dirty work.
The structure of the organization is very hierarchical and compartmentalized, people know things on a "need to know" basis. The bosses are shielded by plausible deniability.
This infiltration has gone so far that the agencies and much of the government are mostly under control of this network.
There still are good guys in the agencies especially at the lower levels. That's how it can be that agents who are investigating financial ties between rich Arabs and terrorism get their investigations stopped from up high (ie Robert Wright, FBI -

In the mean time the Bush administration is being quite helpful in "improving" the agencies.
The agencies protect large corporate interests (assets of the bosses) in 3rd world countries typically by staging a military coup when there is a local government that opposed foreign/corporate control over that country and that wants to use the wealth of the nation to improve conditions for its people. United Fruit Company in Guatemala (early 50's) is a classic example. These things are not exceptions - it is what the CIA does. The list is long. See the links that i provided earlier. You don't have to dig very deep to run into the Bush family.
