1. This drawing is telling of the priorities

Homeland security, EPA, Education, and Commerce are down.

Other than mandatory expenditures in HHS, State, Defense, and Energy budgets are up: the cost of Bush war and of a buddy system.

2. well it's dead on arrival, anyway.

Spratt was on C-span this morning (Dem head of the Budget cmte.) The things * put in this one have been shot down before--by a repub Congress, no less. This one's not going anywhere. A purely political exercise.
