Help me out here...was there a separate Feingold withdrawal BILL (not Kerry-Feingold)?

Before Kerry and Feingold joined together, Feingold proposed several times his bill, starting in August 2005. He presented it again alone just after the election.

However, this article is incorrect. Kerry also proposed a dealine in an independant bill starting May 2006. Harkin also proposed it in another independant bill.
