SWEETWATER, Tenn. — The sister of a Fort Campbell, Ky., soldier who was convicted of war crimes is seeking support for his clemency hearing scheduled next month.

Raymond Girouard was convicted by court-martial last year for his role in the killings of three Iraqi detainees and the subsequent cover-up.

His sister, Joy Oakes, of Sweetwater, is soliciting letters of support to convince a board to consider leniency when they hear his case on Feb. 21 at Fort Leavenworth, Kan.

Oakes has drummed up more than $20,000 for her brother’s legal defense and rallied community support for Girouard, who is serving a 10-year prison term.
