Editorial: Spend wisely, carefully

President Eisenhower wisely said the economy is the source of Americas national security. It powers the worlds largest defense budget and gives the country worldwide clout.

Confidence in that economy is what enticed the world into buying vast amounts of U.S. debt at low rates.

But recent events have shattered that confidence. For the first time in decades, America is not viewed as a safe investment. In this widening global crisis, U.S. and foreign banks have failed, and the fear is that more turmoil lies ahead.

Its the kind of financial and political hurricane that Washington hasnt seen in decades a sagging economy demanding increased government spending from a government thats handcuffed by a massive deficit, higher rates on its mountain of debt and two wars that are costing about $12 billion a month.


Program and unit costs must be cut to boost the number of weapons platforms that can be purchased. This will mean more stringent requirements and cost controls, a back-to-basics approach to program management and acquisition reform, burden-sharing with allies, and careful shepherding of an overly consolidated industrial base that is critical to sustaining U.S. military superiority.
