TOKYO — The Japanese government expressed anger Monday over the arrests of two U.S. Marines in Okinawa Prefecture at a time when Japan is seeking stricter discipline among U.S. military personnel following an alleged rape in the prefecture a week ago.

Local officials and assembly members in Okinawa, meanwhile, repeated their calls on the central government to implement preventive measures.

Prime Minister Yasuo Fukuda told reporters in the evening that he wants to talk with U.S. Secretary of State Condoleezza Rice about preventive measures when she visits Japan next week.

The premier also said he “must strictly” warn the U.S. side that it must make sure that similar incidents do not occur again.

”I wonder what’s wrong with the U.S. forces. An incident that has caused uproar has just happened and they said they will tighten discipline,” Fukuda said. ”Maybe there is some cause (behind the incidents). We must look thoroughly into the cause.”
