State Law Limiting Dog Chaining Modeled on L.A. Ordinance

SACRAMENTO -- Gov. Arnold Schwarzenegger signed a bill today outlawing the chaining of dogs for more than three hours a day, saying the new law will help prevent dog attacks.

Animal rights groups sponsored the bill, arguing that chained dogs often don't get adequate food, water or medical attention and are more likely to bite people because they are not socialized and cannot flee perceived threats.

The governor's signature makes California the second state, after Connecticut, to limit dog tethering. The new law is modeled after a city of Los Angeles ordinance.

"This bill helps protect dogs from cruelty," said Schwarzenegger in a statement, "and enhances public safety by preventing aggressive animal behavior that can result from inhumane tethering."

The governor, the owner of two dogs, signed the bill despite the opposition of policy advisors who called it unnecessary.

I know that everyone hates Ah-nold here, and it's blasphemy to like something he's done. However, this is a great thing he's done, signing this into law. I'd also like to state that in my opinion, Schwarzenegger is a Kennedy that just hasn't realized it yet.

1. Politics of animal issues is strange.
There's a temptation to see it as a left/right thing, especially since the rank and file in AR tend to vary between left and waaaaaaaaaay left, but then Arnie signs the tethering law, or Santorum sponsors anti-puppy mill legislation and sometimes even flagrant rightards do the right thing.

2. Santorum and the "puppy mill" thing
is just that...buzzwords. He could give a shit (though I give fecal swirl his just due). Arnold took a huge step with this one. I'm telling you...he's got that Kennedy influence. You wait and see...

3. He's waaaaaaaaaaaaaay corporate and he's a believer in bootstrapism.
I don't want to drag the thread off topic, but he sucks, really. I know he sucks less than the looney tunes who pass for Rs down there, but still, that's not exactly the best qualification ever.

...he's a pragmatist. In the South, he'd be a Liberal with a decision like that. I'm just glad for the animals, and that he realizes he has to kiss a lot of asses. It's a hell of a lot better than the Nazi Repugs we have in the South, who only pander to their fundie supporters. Hell, for that matter, many of the Dems down here pander to fundies.

7. The Governator
I know I'll get flames here, but I've always liked him. And of course he has influence...and it's good influence. I don't think he's a bad guy. There are some good Republican's. McCain's another.

Other than that, they can all rot.

I want Biden for President!

8. Hmmm...so does this mean
the guy down the street from me can get fined? Because I'm turning him in the second this law takes effect. He's had a poor dog tied to a five foot chain attached to a rotton, wooden box full of cracks and holes for three years now. There's a little dirt circle a foot deep around that box that is the entire life's boundary for that poor animal. I drive by there several times a day and I have NEVER ONCE seen a human being even in the yard let alone spending time with the dog. Coincidentally, or maybe not, there are right-wing bumperstickers all over the cars in the driveway.

9. Yep, you got it now...
We had a neighbor once ( very religious people) that did that with their Irish Setter. Broke my heart, because I also had a Setter and they /need/ people.

Anyway, I wish we had that law back then.

Stupid, heartless people. Go get 'em and please let us know what happens.
