Income FLOOR: Belgium

if i read it right, this post says that Belgium has an income floor, as once was proposed here in the US, late sixties. Was called "reverse income tax" if i rightly recall my history book. The lower your income on the tax forms, the more money the gov. was to give you once you filed the tax form.

Belgians, any comments on this to inform us a bit more?

1. How do they afford
universal health care "free from personal expense"? Explain, please. Does that mean they don't pay for it with their taxes?


And everyone gets 950? For??

1. free from personal "premium fees" as we have here for insurance. I presume.
As to taxes, taxes pay for it but who pays the tax? Could be the ultra rich only. Like here, before WW2.

2. The ninefifty dollars floor, ... i would think it is for

the recognition that humans need some security in their life. For paying for food and shelter.

Simply for being human in a world that recognizes the value of each human life. And recognizes that by chance, some will be buffeted by myriad adversities, while some by chance will get myriad lucky breaks. Those hit by adversities need an income floor.
