2. I think that's pretty obvious.
Starting a Rove file on people. Just in case they run for office. Or worse. Let's say that a young intern's name from Politician B's office comes up. Well, that would be a secret worth exploiting, now wouldn't it?

I mean, 6 years ago, that would have been a wacko conspiracy theory. Now it is a probability.
