that were offered to people in precincts that were underequipped to be counted.

if the margin of victory is less than the number of provisional ballots, then they will count the provisional ballots 11 days from today.

8. Provisional ballots are not being counted tonight
They are likely only to be counted if the margin of victory is less than the provisional ballot numbers. Those ballots will overwhelmingly be for Kerry (they're mostly from inner cities where people had questionable registrations). So if Kerry wins tonight, that won't be his problem.
