if you notice that VA Elections Board is reportind less than 95% precincts counted

Don't panic. For some reason,the Board has added to the total number of precincts in the state additional "precincts" that simply represent the uncounted "conditional" ballots in each county. Thus, in Fairfax County, there are three new precincts listed that weren't listed at 11 am this morning: conditional ballots in the 8th District, conditional ballots in the 10th District, and Conditional ballots in the 11th District. In the few places where conditional ballots have been tabulated, the numbers are very small. I would imagine that it is as likely that as many conditional ballots will be for webb as for allen and that the final numbers wont change much
