A proposed constitutional amendment that would limit access to abortion in Tennessee has been bumped back to the House Budget Subcommittee.

The resolution, already passed by the Senate, was to be scheduled for a House floor vote. But the chairman of the House Calendar and Rules Committee said Thursday said that chairmen of the House Budget Subcommittee and Finance Committee want the resolution to come back before them.

At issue is a notice to be published in newspapers about the resolution, which is estimated to cost $20,000. Secretary of State Tre Hargett has offered to pick up the tab.

But House Calendar and Rules Chairman Bill Dunn, a Knoxville Republican, says budget chairmen just want the resolution to go through the proper legislative process because of the cost.
