It wasn’t the lowest turnout, said John McGarry, the city’s election chief, but it was low.

In 1997, just 11 percent voted; in 2003, 13 percent cast ballots.

“I don’t know what’s going on,” said McGarry. He had predicted a 15 percent to 20 percent turnout.

By 6 p.m., just 11 percent of the city’s 46,523 voters had cast ballots.
