Those are the conclusions drawn for Illinois in the Government Performance Project, a report released today that grades each state on how well government manages money, people, infrastructure and information.
Illinois gets a C-plus, along with 14 other states, including Indiana, tying Illinois for 30th place. Illinois' remaining neighbors scored in the B range."
