With the help of Brown, of Jacksonville, and U.S. Rep. Alcee Hastings of Miramar, Deutsch is building a base in their overwhelmingly black districts that he believes will complement his strong support among older, white Jewish voters in his home base of Broward County. Besides those core groups, Deutsch believes he will get enough suburban voters to win not only the primary but also the Nov. 2 general election.
But Deutsch faces three obstacles to winning the Democratic primary: Miami-Dade County Mayor Alex Penelas, former Florida Education Commissioner Betty Castor and himself.
Deutsch is a member of the New Democrat Coalition, a group of Democrats who, at times, can be surprisingly conservative in their votes.
He voted for a balanced budget amendment and for giving the president a line-item veto. He voted for welfare reform, saying, "People respond to incentives. No one wants to be on the public dole." And he voted in favor of a ban on burning American flags.
"The flag is a symbol and there are certain limits to free speech," Deutsch says. "It is not just a piece of cloth. When coffins come back from Iraq, they are covered with an American flag, not just some piece of paper or cloth. You can protest without destroying the flag."
