1. Not surprising.

The city's in a longstanding fight with the homeless over urban camping. They can't let people who aren't homeless sleep in the park, it sets a precedent. Not that I agree, but I get their reasoning.

Saturday night when I went by they had cops set up surrounding the park to keep people out after midnight. Lots of cops out for Second Saturday too, and they were jumping all over really minor stuff all night.
