http://www.turn.org/I checked with a friend who used to work for The Utility Reform Network (TURN.)These people are utility regulation wonks and ought to know how to write an initiative without consumer traps. It is designed to reinstate the protections of regulated electric service.
Those against Prop 80 harp about eliminating consumer choice. I don't know about where you live, but my consumer choice consists of P G & E or P G & E. The other argument is that electricity regulation is too complex to undertake via a Prop. TURN makes a point of showing that much of the language in Prop. 80 comes from provisions passed in the Legislature.
