Is there a museum/monument erected to the Vietcong victory?

My sis got another freeper email that says:

"When the Vietnamese's won the war they erected a museum
dedicated to their victory. In it they have a wall dedicated to
Americans who helped them win the war. One of the many people thanked
on that wall is John Kerry."

Is this a blatant lie, or a half-truth, as in, one North Vietnamese fellow put a picture up?
I don't even think the Vietcong declared victory?
Scary what we're up against.

1. Blatant lie
There's a photo of Kerry in a museum in Hanoi dating from the early 1990s when he and McCain acted as go-betweens to resolve the matter of the American MIAs once and for all and restore diplomatic relations between the USA and Vietnam.

2. It's a half truth of sorts. John McCain and John Kerry both have photos
on the wall of a museum in Vietnam to honor their efforts to resolve the MIA/POW issues. They made many trips together to normalize relations between the USA and Vietnam.
