Buchanan and other paleocons are not Republicans first and foremost. They are a marginalized faction among the GOP currently. They are the Old Right and have no love for the Rockefeller/Bush wing.

Gunners didn't like Bush saying repeatedly that he wanted to sign a new AWB.

Buchanan loathed Bush so much he tried to give his Florida votes to Gore in 2000, saying essentially that in a precinct with so many Jewish voters that he couldn't have got all those votes. Obviously, for his own reasons, he would have preferred Gore to Bush.

The only hope paleocons have of moving toward more power within the GOP is if Bush is defeated. It is in the political interest of the paleos to see Bush defeated.
