They are obsessing on the word "better", while ignoring the word "hope" at the beginning of that little paragraph. You do not even have to read the whole thing as some suggest to get the true drift.

It was there, she would hope that her experience in the things she has experienced would make her a better judge than someone who has not had that same experience.

Why anyone would take what Lindsey Graham says is beyond me. It's pretty transparent. He is too much of a coward to leave the gay-hating party for which he belongs. He simply is a coward of the worst kind.
