what are the top Bush foreign policy/protocol blunders?
I'm gonna have to go with shoulder massaging another head of state, Angela Merkel.

But some other hits were telling the pope "thank you, your holiness. awesome speech".

Then there's his leaving the G8 summit by saying "Goodbye from the world's biggest polluter."

on and on it goes...

I'm sure I'm missing many from earlier in his presidency.

1. Asking permission to use the toilet during a UN meeting... didn't he write a note or something?

basically implying that she is really old.
