troops beyond what McKiernan has already requested.
Says key to success is Afghani national guard, police force, government.

Suggests his skepticism comes from his background as an historian and from his military experience in the region going back to the Soviet invasion

1. The funny thing is some progressives didn't want Gates to stay. BUT if you listen
to him he sounds like everything they have wanted. He wants to stop the outrageous spending from his department. And he also wants to send some of it to the state department. Wants to close Gitmo as well.

2. Now he's answering Graham's questions on Afghanistan
Strongly supports Biden-Lugar, says Pakistan support is vital.
Says casualties and money spent in the region likely to go up
Gates speaks on minimizing casualities, says the way we respond to casualty reports is also important.
Says it's important to start off not with the investigation but start with "If civilian casualties were incurred, we deeply regret it," and then investigate.
Graham asks if Karzai's rhetoric has been helpful.
Gates says he doesn't believe so.
Gates sayslast time eh was there he was briefed on US Air Force steps for avoiding casualties, and that Afghan press was taken along with him on the briefing.
