The guy is so stupid he can't see he is being played by Reid in the same way Burris is being played Blago.

4. Point is, he allowed himself to be a copout, if that's not what he wanted.
There was no point to not signing if he didn't feel Burris shouldn't be seated. For him to act like this after not signing makes no real sense.

(15 ILCS 305/5) (from Ch. 124, par. 5)

Sec. 5. It shall be the duty of the Secretary of State:
1. To countersign and affix the seal of state to all commissions required by law to be issued by the Governor.

7. The state constitution trumps the statute

The constitutional provision giving the governor the power to make appointments to fill vacancies says nothing about requiring the approval or certification of the Secretary of State. The constitution can't be amended by statute. Certainly to the degree that that statute could be used to grant the Sec. of State veto power over appointments it would seem to be unconstitutional.
