Powell probably thinks McCain can just as easily bring America's status back up as Obama can and McCain's foreign affairs experience will tip the scales.

Even Hagel, who disagrees with McCain on certain issues and traveled with Obama to the Middle East still won't step up to completely endorse Obama.
