23. The lowest Obama state I found was WV, which was in the 50s
ND was 100 percent Obama!

As much as I'd like to think this poll is an accurate reflection, I kind of doubt it.

With all due respect, this looks like made-up numbers. Not that I disagree with the numbers, just that there's no reasonable explanation that I can see for how Time calculated the numbers.
