I guess the bailout/rescue is not a spending bill

Not suggesting any impropriety; just noting the irony.

(I think the Constitution says that all spending bills have to originate in the House, but we know the Senate will be taking first crack at the re-re-vised version tomorrow. But this probably isn't a spending bill in the normal authorization/appropriation framework. I hear there are tax cuts in it now, too. I think all tax bills have to originate in the House, but maybe not tax cut bills.)

1. It is, but the Senate will use a tax bill passed by the House to get around that. NT
