No one talked much about the "Bush Doctrine"

That was the meme last night. David Gergen and others (saw another one this morning) were saying

~"Look no one knew what the Bush Doctrine was"
~"I talked to many people in DC this morning and only half of them knew what the Bush Doctrine is"

There is also the self fulfilling idea that since the press didn't talk about it it wasn't relevant, well known, or well discussed

DAVID GERGEN, CNN SENIOR POLITICAL ANALYST: No, she didn't know what the Bush doctrine was. But, Anderson, I don't think most people know what the Bush doctrine is or was.

You know, we don't normally talk in the press -- I must say, on this one, I'm sympathetic to her, because we don't ordinarily use that a shorthand. We haven't in a long time. We talk about the preemptive doctrine of George Bush, but we don't ordinarily, you know, I think as citizens or as journalists, go around talking about -- quote -- "the Bush doctrine."

So, on that, I have to say, I don't think that was -- I think it would be unfair to conclude that she (INAUDIBLE) to the question.

There's a been a fair amount accomplished over the last year. The Pentagon put together a plan for the war in Afghanistan, organized a coalition and within a matter of weeks of the September 11th attack began the war and within a matter of weeks thereafter ousted the Taliban, vindicating the so-called Bush doctrine that states that harbor terrorists will share the fate of the terrorists. We have deprived al Qaeda of the quiet enjoyment of Afghanistan as a base for its operations.

I’ve understood that that was Bush’s strategy for a long time. What’s sad is that it probably is news to many. This is the Bush Doctrine and if he can pull it off will define his Presidency."

Gergen's point isn't that knowledgable or engaged people wouldn't know what the "Bush Doctrine" means; its that the ordinary voterm, who gets his news from the local newscast the the late night comedian jokes don't know the terminology. They know "invade a foreign country" and "dead soldiers"; expecting them to link those points to the title of a policy decision is a reach.
