1. Peggy Noonan of all people said it was meant to resemble the Lincoln Memorial
She said it was a call back to Martin Luther King's speech in 1963 and that the overall effect of it was powerful and effective.

I hate it when I agree with Peggy Noonan. But it's a pretty good theory.

Look at the architectural features:





And the Old State House:



Note the architectural elements at the top of both the State House and the set, then compare to the top of the Lincoln Memorial.
