I always thought Joe was a pretty tall guy. Barack is 6-2 and looks around 3-4 inches taller than Joe in this picture.

Biden's still tall, but his lean head shape exaggerates the sense of his height. Also, this photo was clearly taken from a lower angle, with Biden half a step behind Obama, which sends the top of his head downward relative to the camera.
