Apparantely he said it to a German reporter. Of course, the reporter and MSNBC host were very skeptical - saying stuff like 'IF it's true'.

1. That would explain Bush's sudden "Horizon" for withdrawal.
Obama is on the way to Iraq. Bush probably knew that the Iraqis were making such statements, and needed to avoid having Obama have a meeting in Iraq that resulted in an apparent agreement by Iraqis regarding Obama's withdrawal plan.

Everyone in the world wants the US out of Iraq except a small percentage of Americans and Iraqis.
