PEople don't understand the difference between a caucus and a primary.

Caucuses are run exclusively by the party.

Primaries are run by state or commonwealth governments.

That's the only difference. The rules of each are set by the organizer.

OBAMA ran TV ads, had paid staff, had a whole organization there. He was MASSIVELY ahead in the polls. Hillary did not even compete.

23. Just a reminder that the pro-Obama slate for chair/vice-chair also won
which was likely the more important vote today. This adds two SD's that would have been Clinton's had her slate won.

I think there's a total of 8 (16 "half votes") delegates coming out of Guam... not sure about where two of them come from but it looks like 4-2 for Obama now.

Note: these are unofficial, uncertified results as tabulated by the Democratic Party of Guam. The DPG also noted a high number of spoiled ballots in Dededo.

53. 4521 votes, so how did HC pick up 200 votes in final 5%?
At the 95% mark Sen. Obama was ahead by about 200 votes. At the 100% mark he is ahead by 7 votes.
Not a tinfoily moment, (OK maybe a little one) but does anyone know how that happened??? A 200(ish)votes swing that late with such a small number of voters-4521, seems odd to me. Did the final 5% returns come in from a town that was 99% for Senator Clinton or something? (Was the Diebold machine the last thing counted???)

54. The 95% referred to 95% of districts, as in, 20 out of 21 districts, so the remaining 5%
was a larger percent of the overall vote!
She got 61% in the last district I think.

Regardless of districts, he was ahead by 200 or so votes when 95% of the 'districts' were in. Somehow in that last district or the last 5% of the districts she picked up an additional 200 votes and Sen. Obama perhaps picked up less than 10. I am no statistician but this seems a bit odd to me GIVEN the few votes in total available for Guam. Now they are calling for a recount. I understand this is SOP when things are THIS close but you can color me with tin-foil if somehow Senator Clinton ends up the winner of Guam by Tuesday or earlier.

ON EDIT!!!: Found out that Senator Clinton DID do a remarkable come from behind in the last precinct "Dededo" the largest of the precincts:

Guam Caucus Results - 4 pledged delegates at stake

Obama started out with a modest lead with 53%. His lead began to diminish as the last 10% of the vote was counted. Final Obama 50.1% to Clinton 49.9%

8:50 a.m. — When all of the ballots were finally counted -- a process that lasted through the night until well after the sun was up -- Sen. Barack Obama had the most votes from Guam Democrats in the party’s caucus held yesterday.

Obama finished with 2,264 votes to Sen. Hillary Clinton’s 2,257 votes – a 7-point difference. Obama never trailed from the first vote count on.

Obama won 14 of 21 districts. Most districts that were won by Clinton were by small margins.

Obama got 37 votes in Ordot, 19 in Maina, 151 in Inarajan, 46 in Asan, 55 in Chalan Pago, 87 in Santa Rita, 102 in Mongmong-Toto-Maite, 28 in Hagåtña, 158 in Barrigada, 36 in Merizo, 49 in Piti, 131 in Sinajana, 108 in Agana Heights, 194 in Mangilao 192 in Tamuning, 27 in Umatac, 76 in Talofofo, 224 in Yigo, 104 in Yona, 127 in Agat and 313 in Dededo for a total of 2,264 votes.

Sen. Hillary Clinton took 18 votes in Ordot, 22 in Maina, 87 in Inarajan, 33 in Asan, 87 in Chalan Pago, 73 in Santa Rita, 81 in Mongmong-Toto-Maite, 29 votes in Hagåtña, 166 in Barrigada, 33 in Merizo, 51 in Piti, 89 in Sinajana, 105 in Agana Heights, 155 in Mangilao, 193 in Tamuning, 24 in Umatac, 52 in Talofofo, 211 in Yigo, 98 in Yona, 141 in Agat and 509 in Dededo for a total of 2,257 votes.

Even the Kentucky Derby wasn't this close. In the strangest of circumstances that could only bring about the closest of races, Hillary Clinton finished with 49.9% of the vote in the Guam Democratic Caucus, just 7 votes shy of Barack Obama's 50.1%. While Obama led for the vast majority of the night's tallying, Clinton needed a strong finish in Dededo, Guam's most populous village. And she did.
