If real or perceived election terror threat, then make balloting absentee
If there is a real or perceived election terror threat, there is a simple solution to avoid delaying the election:

Setup the election so that absentee balloting is the preferred way of voting. Side benefit is that this will leave a paper trail as well.
Absentee balloting should be allowed up until election day.

Only downside is that the winner won't be known on election eve, but I'm not sure that is really important.

1. I agree
This e-voting mess isn't going to be solved before November,
so I've decided to vote absentee, just to be sure my vote is
on paper.

2. Not a real safeguard
Many absentee votes are scanned. That potentially returns you to the BBV issue of untrustworthy vote counting software. Also, some areas are said to not count absentees unless there is a close race.

Check your county and learn how absentee ballots are processed before making this decision.

as far I know, no voting booth has ever been reduced by 10% (presuming you mean decimated).
