Bad Senate! Baaad Senate!
So bad, in fact, that Majority Leader Harry Reid has repeatedly threatened this year to keep the chamber in session through weekends in order to get more work done.
But Reid delivered on only one of the threats — on Feb. 17, to address the troop “surge” in Iraq (S 574) — which may explain why senators all but ignored him Tuesday, when he warned of a possible Nov. 3 session to deal with the retooled children’s health insurance bill (HR 3963).
The warning marked at least the 12th time since Jan. 16 that Reid, D-Nev., has threatened weekend sessions. In June, immigration and defense authorizations were the culprits; in July, it was the Sept. 11 commission legislation (PL 110-53); and over the past two months, Reid has warned several times that the slow pace of work on spending bills might require weekend votes.
No wonder he’s frustrated. After failing to get cloture Oct. 24 on an immigration bill (S 2205), the Senate spent five hours on routine speeches and quorum calls before turning to the Amtrak reauthorization (S 294). Lawmakers lost more than three hours Oct. 25 waiting for a voice vote to extend a moratorium on Internet taxes (HR 3678).
Minority Leader Mitch McConnell , R-Ky., complained again Tuesday that Congress has cleared none of the dozen annual spending bills even though the fiscal year started five weeks ago.
But Democrats blamed part of the problem on Republicans, whom they accused of dragging their feet through filibusters, many dealing with Iraq War policy.
