"We'll continue to work with nations like Russia to advance our shared interests while encouraging Russia's leaders to respect the checks and balances that are essential to democracy," Bush said in a speech to business leaders at the summit.

If you asked Cheney whether he'd eaten a club sandwich or a Reuben, he'd claim that asking about his lunch aids terrorists, then Congress would subpoena the guy who made the sandwich. Bush would then claim executive privilege and order him not to testify. Then Congress would do nothing.

If there is one person in the world who should not be discussing the importance of checks and balances, it's *.
