calling an emergency session
There is a call for Reid to declare an emergency session of the senate, so bush cannot make a recess appointment for AG.

However AFAIK, the terms "senate majority leader" and "Senate Minority leader" are just honorary titles, making them head of their respective parties in the senate. I do not think there is anything in the constitution that allows a "senate majority leader" to declare an emergency session.

Does anyone else know if Reid actually has this power?

I thought that the AG had to be approved by Congress.

2. What difference does it make?
They are going to rubber stamp anyone the President sends them anyway. All he has to do is threaten to blame the Dems if there is another terrorist attack ... and they will fold like cheap outdoor furniture.

3. There were many stories on Reid's plan to do this a few months ago
All seemed to assume as given that he has this right. I do think those titles are more than honorary - as the men holding those titles do perform a different function than others when the Seante is in session.

there is no mention of party leaders, or majority/minority leaders.
